In all probability,
Election Commissioner in the Election Commission of India Achal Kumar
Jyoti will take over as Chief election Commissioner on July 7, 2017.
He is former 1975 batch IAS officer of Gujarat cadre.
New rules for IPS officers
It has been decided that MHA will not allocate batch to the officers
inducted into the IPS till their confirmation into the service. MHA
has written a letter to Chief Secretaries of all state secretaries in
this regard. Induction training has been made compulsory for those who
will be inducted into IPS.
Now top management in LIC in full strength
Gone are the days when top positions in Life Insurance Corp. of India
Ltd (LIC) used to remain vacant for weeks and months together. First
the elevation of V.K. Sharma as the Chairman of LIC in December 2016
and now the appointments of B. Venugopal and Sunita Sharma as its Managing
Directors has brought back the top management in the state owned insurer
to full strength. Usha Sangwan and Hemant Bhargava are the two other
Managing Directors of LIC.
78 non- IAS officers empanelled for JS in GoI

Mittal designated as CFO of NHPC Ltd
Mahesh Kumar Mittal, Director (Finance) NHPC Limited has been designated
as Chief Financial Officer (CFO) of the company. Notably, the first
unit of (4x200 MW) Parbati HE Project , Stage-II, located in District
Kullu, Himachal Pradesh of the company has been successfully tested
recently. Further tests of the unit are in progress. The water of Jiwa
Nallah has been diverted into main Head Race Tunnel through Drop Shaft
for this task. Subsequently, spinning/testing of other Units are also
to be achieved in a similar manner.
Chatterjee quits as Independent Director PTC India Ltd.
Dipak Chatterjee has quit as Independent Director of PTC India Limited.
PTC has evolved into a more than Rs.2600 crore company as on March 2015
in a short period with a client base covering all the state utilities
of the country as well as even some power utilities in the neighbouring
countries.
Laskari is CFO of Kamron Laboratories Limited
Kamron Laboratories Limited involved in the manufacture and marketing
of pharmaceutical formulations in dosage forms appointed Sohan K Laskari
as Chief Financial Officer of the company.
Sitaraman is Addl. Independent Director of Hindusthan National Glass
& Industries Ltd
Hindusthan National Glass & Industries Limited - India's leading
glass container manufacturer has appointed Narayanaswami Sitaraman as
an Additional Independent Director of the company.

There will be no Secretary from Orissa
The Ministry of Tribal Affairs is working without a Secretary. In the
past, the MoTA had two Secretaries from Orissa Cadre - Ms Meena Gupta
and GB Mukherjee. Both had done excellent job for drafting and implementation
of the famous Forest Rights Act. Being from Orissa which had many tribals,
these Secretaries could do well. I think another Secretary from Orissa
cadre will be of great help to MoTA.

Ravindra Gaikwad caused loss to exchequer
Ravindra Gaikwad was sitting in the Air India aircraft at the IGI Airport
for 40 long minutes causing loss to exchequer in monetary terms. The
whole country is abusing him and nobody should have wrong impression.
Many people are going to boycott flights, in which Gaikwad happens to
one of the travelers. If they fail in this regard, they will shower
abuse all through the journey.

Transfer of RTI Application to several PIOs
A complaint was filed with the CIC alleging that the information
sought was not provided and the complainants RTI application
was transferred to several CPIOs who did not revert in a positive
way. The CIC advised the public authority to desist from these
kinds of practices which defeats the very purpose and motive of
the RTI Act.
Comments
It is a common practice in the headquarters of many organisations
to transfer the RTI applications received at their end to different
sub-ordinate offices carelessly. Such a blind redirection of the
RTI applications needs to be curbed as the same is not envisaged
under the Act.
