Naxal Scourge....
After news of yesterday's dastardly attack I call up my Respected Friend,
a Retired Senior Bureaucrat, who lives in Shimla. After pleasantries
we get chatting.
Me: What a dastardly attack!!
Respected Friend: Well there is blame on this side too...like what happened
to the Report on the previous attack...some internal Politics blocking
matters ...then was there a ROP ....Road Opening Party ....prior to
the Platoon passing ...or did they have intelligence reports about passage
being clear.. by the way CRPF have ROP expertise ..
M: Someone was telling me these are months when attacks take place because
road construction is in full swing ...I think CRPF should have been
extra cautious...
RF: Simple ...with Naxals if you show complacency or carelessness ...or
don't respond to their attacks .....rest assured they are going to get
bolder ... in the jungle they are entrenched so our Men are at a disadvantage
as it is..the only logic that works with them is ... 1:10...they kill
one of yours ..you kill 10 of theirs... it's a war ....
M: Yes Naxals don't consider themselves as Citizens of India...so it
cannot be construed that India is waging a war on its Citizens ...
RF: In the initial stages...way back in 1967 ...if the Government then
had shown guts and wiped them out when they had no foothold ...today
this scourge would not have existed..but then our Governments were afflicted
to playing to the International Gallery....and sad part is now via JNU
types of Institutions there is a group that expound Naxalism .. you
also have intelligentsia talking Naxalism.. it's fashionable !!
M: And how can we forget the Pakistan angle ....its a huge web.. Arms
from Pakistan routed via Nefarious lot here ..cash and barter...drugs.....gold....
RF: Well both Modi and Rajnath have said that this dastardly act will
not go unpunished ...or Naxals are going to get only bolder ...next
they may even get ambitious and attack a nearby Town or Village ....they
have a cruel way of protesting ...
M: And no way should decisions to appoint Heads for Paramilitary Forces
be delayed...
RF: Yes...though the delay in appointing a Head had no bearing on this
attack...I think the local CRPF Command have some answering to do...

Though so many contenders are there for the top post in the Government
of India but insiders are confident that present Cabinet Secretary P
K Sinha will get one year extension. They say if he is given extension
then all the contenders of 1980 and 1981 batch of IAS minus Hasmuk Adhia
will retire and there will be no supersession.

Scale
Out of 15, only 11 posts have been granted Apex Pay Scale on the basis
of seniority among the empanelled officers working at the centre at
Director General level in Central Armed Police Forces (CAPFs) and Central
Police Organizations (CPOs).
CBI Director, if junior, may be deprived of Apex Pay Scale
If any junior IPS officer, empanelled at Director General level, is
appointed as Director, Central Bureau of Investigation (CBI) on the
basis of merit and outstanding performance, he may be deprived of enjoying
Apex Pay Scale as per new policy of Government of India.\

CBDT has requested IRS officers they should apply online to Data Base
Cell regarding their transfer and postings.Its circular says that IRS

Over the years Civil Services Day has become IAS Day
It is true over the years Civil Services Day has become only IAS Day.
This time the makeover was complete as rewards were also given only
for the best implementation of several Pradhan Mantri yojnas which only
IAS officers in the field mostly of districts level deal with. This
is quite unfair not to recognise the contribution made by officers of
other services Like Indian Revenue Services ,Railways and others. Some
of them have done excellent work in a very challenging environment .Non
recognition of their contribution is demoralising.

In fact, One Secretary asked me if I have attended (invited to ) the
Civil Services Day anytime !!! I was Addl Secy of the Ministry but non
- IAS. That much is the ownership / exclusive domain of the IAS on Civil
Services Day.

"Need for circumspection"
Personality Tests (Interviews) for Civil Services (Mains)-2016 are underway
in UPSC. The interviewees are stripped of pens, wrist watches, mobile
phones or some concealed devices, fearing illegal recording. Just and
fair. But, why are interview Board members exempted? They allegedly
keep searching for questions to be posed to the aspirants? Thanks to
the Google search engine. Mobiles are not always switched off but kept
on silent mode. Vulnerability to outside pressure is open to question.
This adversely and avoidably impacts the credibility of a Constitutional
body like the UPSC, that is considered just and fair . Appropriate steps
need be taken by the authorities concerned. Similar remedial measures
should apply to other recruitment bodies includingthe Staff Selection
Commission , an arm of DOP&T, headed PM Modi, himself.

Chhattisgarh massacre : What are officials sitting in cozy comforts
doing ?
Yesterday's massacre of CRPF personnel in the same area has not been
new this has been going on for the last 10 years irrespective of any
govt any HM or any DG because policies are framed in cozy comforts of
Raiseena and none has been in field. This will happen and it has become
part of any news. Have we heard any DIG, IG, ADG, Spl. DG or DG becoming
a victim of these incidents, none, they are confined to their offices
enjoying life. It will not be surprising, if I mention that more than
60% are part of drivers, sweepers, cook, orderly, washermen and doing
other sundry duties and large part of them working at the residences
of offices and serving their families and lucky ones working with MHA
and PMO etc. here also doing menial work but satisfied that they are
not in battlefield. Out this 40% will be doing intelligence and operation
duties. In these circumstances these incidents are bound to happen as
we are not improving there working conditions, fighting strength. Whoever
wants to point out is sidelined, as in the case of BSF personnel who
pointed out about bad quality of food. HM, DG etc will go and shed crocodile
tears and come back and wait for next incidents to happen. What are
naxal officers sitting in MHA and CRPF doing ? Why this illiterate radicalised
force is always able to kill these highly trained soldiers again and
again. Dear Prime Minister this situation will never improve and incidents
will keep on happening.

Transfer of RTI Application to several PIOs
A complaint was filed with the CIC alleging that the information
sought was not provided and the complainants RTI application
was transferred to several CPIOs who did not revert in a positive
way. The CIC advised the public authority to desist from these
kinds of practices which defeats the very purpose and motive of
the RTI Act.
Comments
It is a common practice in the headquarters of many organisations
to transfer the RTI applications received at their end to different
sub-ordinate offices carelessly. Such a blind redirection of the
RTI applications needs to be curbed as the same is not envisaged
under the Act.
