120 Scientists exit from ISRO: Bigger concern than launch failures?

Reports of roughly 100–120 scientists leaving key ISRO centres have triggered serious concern over retention of experienced manpower. The Department of Space has tightened resignation & voluntary-retirement procedures for scientists working on strategic programmes. Has the retention crisis finally reached Delhi's table?
