In West Bengal, no changes are expected at key positions for the time being, as all these appointments were recently made by the ECI.

It is said that some more IAS and IPS officers could be sent on deputation to West Bengal. The BJP government, after taking over the charge, may take a decision in this regard.
As the BJP comes to power in West Bengal, will officers from the West Bengal cadre now rush for central deputation? Now the question being raised in power galleries is whether they will get any important assignments in Delhi or not.


Whispers suggest bringing back senior WB cadre IAS officers from central deputation, such as Vivek Bhardwaj (1990 batch, currently Panchayati Raj Secretary at Centre) or Puneet Yadav (1999 batch, Additional Secretary). These officers could be eyed for key departments like Home or Finance.

Sources suggest that the government to be led by Hemanta Biswa Sarma is keen to retain stability within the policing framework, particularly in view of ongoing security priorities, border management concerns, and the need for institutional consistency in law enforcement.
Senior officers currently handling key policing responsibilities are likely to continue in their roles, reflecting a preference for operational continuity and sustained oversight. This approach is also seen as critical for maintaining momentum in intelligence coordination and counter-insurgency mechanisms in sensitive regions.
In contrast, the administrative bureaucracy may see a limited but strategic reshuffle. A few departments are expected to undergo leadership changes aimed at improving governance delivery and aligning administrative priorities with evolving policy goals. These adjustments are likely to be performance-driven, with an emphasis on efficiency and execution.
Overall, the reshuffle is expected to balance continuity with course correction, avoiding large-scale disruption while enabling targeted administrative recalibration.

All retired bureaucrats appointed by Mamata Banerjee in the West Bengal government have been barred from offices ahead of the formation of the new BJP government in the state. Retired officials who were still serving in various departments have been instructed not to attend office from today, officials said. Sources said the directive was conveyed by the chief secretary to all departmental secretaries and relayed internally across offices.
The move comes amid heightened administrative sensitivity during the transition period, with departments being asked to secure records, files and access points in line with disclosure requirements and handover protocols. Several retired officials who had been functioning as advisers or consultants in different wings have reportedly already resigned and vacated government accommodation.
Officials said the instruction will remain in force until the new government is formally in place. The development marks an early administrative reset as the outgoing setup makes way for the incoming BJP-led dispensation, with attention now turning to continuity, file security and scrutiny of pending departmental decisions.

Beyond administration, he is a noted Hindi and Bhojpuri poet-novelist with strong grassroots connect among linguistic communities across Bengal. His combined expertise in internal security, cross-border dynamics, and cultural cohesion positions him as a credible and well-rounded candidate for a Security or Cultural Advisor role in the Government of West Bengal.
The Delhi Police is likely to see some more transfers in Delhi Police.

Is any Fee payable for information required to be provided under section 4?
The appellant sought information about the number of personnel sanctioned, vacant and available posts in Municipal Corporation of Delhi and related information. The PIO asked the appellant to deposit Rs. 376/- for providing a copy of Scheduled for the year 2023-24 (Schedule contains a total of 188 pages @ Rs 2 per page). The Respondent submitted that the Appellant has not deposited the additional fee till the date of hearing. The CIC observed that the information sought pertains to sanctioned, filled and vacant posts in MCD, which directly relates to its organizational structure and public appointments. Such information falls within Section 4(1) (b)(i) and (ii) of the RTI Act and is mandatorily required to be disclosed on a suo motu basis by the Public Authority. Hence, the insistence on charging photocopying fees in this case is not justified, as the denial of free access runs contrary to the spirit of proactive disclosure. The CIC noted that the MCD is not complying with the provisions of section 4 (1) (b) of the RTI Act in letter and spirit and counseled that every Public Authority shall make constant endeavour to take steps in accordance with the requirements of Section 4 (1) (b) of the RTI Act to provide as much information suo moto to the public at required intervals through various means of communications, including internet, so that public does not have to resort to the use of RTI Act to obtain basic information. The MCD was advised to expedite updating of information in compliance with provisions of Section 4 of the RTI Act, 2005.
Comments
The question of further fee to be demanded in case of information which is required to be disclosed pro-actively has been categorically dealt in this case. The public authorities should provide the information as required under section 4 on their website.
