KC Venugopal to be the Frontrunner for Keralam CM if Congress Returns to Power?

As multiple exit polls project a potential Congress-led victory in Kerala, senior Congress leader KC Venugopal is emerging as the leading contender for the Chief Minister’s post. A trusted aide of Rahul Gandhi and the party’s current General Secretary (Organisation), Venugopal has steadily consolidated his position within the Congress high command, making him a natural choice for leadership in the state.
Venugopal, a former Union Minister and MP from Alappuzha, brings both administrative experience and organisational clout. His proximity to the central leadership is seen as a key advantage, particularly at a time when the Congress is seeking tighter coordination between state units and the national leadership.
Within Kerala, his relatively non-controversial image and acceptability across factions could help the party avoid internal friction an issue that has historically affected leadership decisions. While other senior leaders such as Ramesh Chennithala and VD Satheesan remain in contention, early signs from within party circles suggest that Venugopal may have the decisive edge.
If the exit polls translate into results, the Congress could be poised for a leadership transition with strong central backing.

There is a visible strain between the Congress high command and its Tamil Nadu unit over whether the party should have explored an understanding with actor-politician Vijay’s TVK instead of staying firmly aligned with the DMK. On one side, P. Chidambaram and other senior leaders have publicly backed the DMK alliance, arguing that Congress remains stronger as part of the broader coalition and that Vijay’s party is not yet a viable alternative. On the other, sections of the state leadership have reportedly been uneasy about the central leadership’s firm refusal to test a Vijay option, especially as some local leaders see political space opening up around him.

In the remote and forested interiors of Narayanpur district in Chhattisgarh, distance has never been just geographical.It has long meant exclusion from systems, from services and most visibly from education.Villages scattered across forested and hilly terrain remained physically isolated, with little to no road connectivity.Plus prolonged impact of Left Wing Extremism has also played a major role in isolation, restricting administrative access and preventing the expansion of basic services such as schools.
To address this, IAS Namrata Jain, 2019 Batch collector of Chhattisgarh cadre and currently posted as collector of Narayanpur launched impactful initiatives - School Keinta and the Sushasan Express- that brings both education and governance directly to the last mile.
A shift in approach: From schools to children
School Keinta, meaning “School is Calling”.The initiative represents a fundamental shift in governance, from focusing on infrastructure to focusing on the child.Instead of asking why children were not coming to school,the administration began asking where these children were and what prevented them from accessing education.
Making the invisible visible
Under this a district-wide, door-to-door survey covering 22,364 households across 83 Gram Panchayats identified 2,965 out-of-school children-1,360 never enrolled and 1,605 dropouts. For the first time, each child was individually mapped.Governance shifted from estimation to precision, ensuring that no child remained outside the system.
Bringing schools to the doorstep
With this clarity, schools were brought into habitations, closer to children’s lives and realities.Ten non-functional schools were reopened and 24 new primary schools were established in remote habitations.Together, these efforts ensured that over 800 children gained direct access to schooling, many for the first time.
Kodenar, a small habitation with just 14 families had never witnessed a school within its boundaries.On 25 February 2026,for the first time since Independence, a school was formally opened.Children gathered, hesitant yet curious.For many,this was their first encounter with books, uniforms, and a classroom environment. For the first time, the national anthem was sung collectively in Kodenar.All 25 children were enrolled that day.What changed in Kodenar was not just access. It was aspiration.
In Rekavaya-Aamapara, where a Bhoomkaal school run by Maoist groups functioned as the only form of education ,outside the formal system without continuity or recognition. When the administration reached Rekavaya, the existing system was integrated into the government framework and a residential hostel was established, ensuring continuity and stability.
Recognising that learning begins early, 49 new Anganwadi centres were operationalised reaching over 1,200 children with nutrition, early education and maternal care.For many, this was their first experience of structured learning,creating a strong foundation for future schooling.
Sushasan Express: Governance at the doorstep
Complementing this is the Sushasan Express,a mobile governance initiative launched in January 2026 to deliver public services at the doorstep.Functioning as a travelling service unit, it brings officials into remote villages to provide on-the-spot access to essential documentation and welfare schemes.
Thousands of beneficiaries have accessed services, including Aadhaar cards,Ayushman cards, and certificates.A total of 10,682 Aadhaar updates have been completed, along with pension services, MGNREGA job cards and voter registrations.Health and disability surveys are also conducted during these camps, ensuring a more comprehensive outreach.Additionally villages once considered inaccessible are now regularly covered. A daily monitoring system tracks applications, ensuring transparency and timely delivery.
In Narayanpur, governance is no longer waiting at the block office. It is travelling to the doorstep turning distance into access, and access into inclusion.

Informed legal circles feel that Sheel Nagu who is currently serving as the Chief Justice of Punjab and Haryana High Court will move to the Supreme Court in the months to come.. One can wait and watch.

The Reserve Bank of India (RBI) is expected to take a decision as early as May on Tata Sons’ application to surrender its Core Investment Company (CIC) registration, according to sources familiar with the matter. The holding company of the Tata Group had formally approached the central bank in 2024, seeking deregistration amid regulatory requirements tied to its classification.
Tata Sons was designated as an Upper Layer Non-Banking Financial Company (NBFC-UL) by the RBI in September 2022, bringing it under stricter regulatory oversight. Under prevailing norms, NBFCs in the upper layer are required to list their shares within three years of classification.
The conglomerate had requested an exemption from the mandatory listing requirement, citing its ownership structure and legacy framework. However, the RBI declined this request in 2024, maintaining its stance on uniform regulatory compliance.

Enlistment as Contractor in the MES
The Appellant sought information regarding enlistment of contractors in MES, retention period of related records, transfer of records after expiry of retention period, receipt of his application dated 18.09.2023, as well as queries regarding contractors’ bills and refund of fees. The PIO stated that information had already been forwarded under earlier letters, and that relevant files were not traceable as they were 35 years old. He also stated that as per the Accounts Officer, GE (West) Lucknow, the retention period of contractors’ bills was 10 years. The CIC observed that the reply furnished by the PIO is incomplete and evasive. Simply stating that retention is “10 years” without providing the authenticated Record Retention Schedule is inadequate under the RTI framework. Despite service of notice, the PIO failed to appear before the CIC which was viewed seriously as it reflects disregard towards the proceedings of the CIC. The CIC directed the Respondent to provide a copy of their records retention schedule to the Appellant free of cost within three weeks from the date of receipt of this order. Further, the CIC cautioned the PIO to remain vigilant in future and ensure timely attendance before the CIC as well as proper discharge of duties mandated under the RTI Act, failing which penal action can be initiated against him/her.

Every department should retain a copy of the destruction memo in accordance with the Record Retention Schedule. It would be handy to show that the documents have actually been destroyed as per the prescribed guidelines.

Is any Fee payable for information required to be provided under section 4?
The appellant sought information about the number of personnel sanctioned, vacant and available posts in Municipal Corporation of Delhi and related information. The PIO asked the appellant to deposit Rs. 376/- for providing a copy of Scheduled for the year 2023-24 (Schedule contains a total of 188 pages @ Rs 2 per page). The Respondent submitted that the Appellant has not deposited the additional fee till the date of hearing. The CIC observed that the information sought pertains to sanctioned, filled and vacant posts in MCD, which directly relates to its organizational structure and public appointments. Such information falls within Section 4(1) (b)(i) and (ii) of the RTI Act and is mandatorily required to be disclosed on a suo motu basis by the Public Authority. Hence, the insistence on charging photocopying fees in this case is not justified, as the denial of free access runs contrary to the spirit of proactive disclosure. The CIC noted that the MCD is not complying with the provisions of section 4 (1) (b) of the RTI Act in letter and spirit and counseled that every Public Authority shall make constant endeavour to take steps in accordance with the requirements of Section 4 (1) (b) of the RTI Act to provide as much information suo moto to the public at required intervals through various means of communications, including internet, so that public does not have to resort to the use of RTI Act to obtain basic information. The MCD was advised to expedite updating of information in compliance with provisions of Section 4 of the RTI Act, 2005.
Comments
The question of further fee to be demanded in case of information which is required to be disclosed pro-actively has been categorically dealt in this case. The public authorities should provide the information as required under section 4 on their website.
