whispers in the corridors
Why BJP fields Gamliyel Hembrom against Jharkhand Chief Minister?
To take on Jharkhand heavyweight Hemant Soren in Barhait, the BJP has fielded Gamliyel Hembrom, a popular football enthusiast, who had left the government job as a teacher. Barhait is a stronghold of the ruling Jharkhand Mukti Morcha (JMM). Hembrom, known in Barhait for social service and organising football tournaments, has clearly not been picked for his winning prowess. Previously, he lost his security deposit in 2019 when he had squared off with Soren on an AJSU (All Jharkhand Students Union) ticket. The BJP’s selection of a Christian-turned-tribal to contest against the CM is surely not symbolic. Hembrom, 33, is known to have deep roots in the RSS. Also, he is helping tribals solve their problems and he became known in Barhait more because of football. Hembrom rose to popularity due to his organisation of a football tournament every year on Jharkhand Statehood Day on 15 November.
Maharashtra VS polls: BJP exported candidates to Shiv Sena and NCP?
The official count of BJP is higher than it has been declared. Reason? It has transferred some of its candidates to Shiv Sena (Eknath Shinde) and NCP (Ajit Pawar), the factions in its camp. Officially, the BJP is contesting 152 seats and 17 of its candidates are contesting on its allies symbols. Thus, the total comes to 179. 12 BJP members joined the Shiv Sena faction, four moved to the Nationalist Congress Party (NCP), and one candidate from the RPI quota will contest with the BJP symbol. The leaders who are contesting from Shiv Sena are Shaina NC , Murji Patel, Santosh Shetty, Sanjana Jadhav, Nilesh Rane, and Vilas Tare. In the NCP, BJP candidates Rajkumar Badole, Pratap Patil-Chikhlikar, Nishikant Patil, and Sanjaykaka Patel obtained tickets.

Population control : a uphill task
Population can never be controlled in India because Jiski jitni bhagidari uski utni hissedari penalises population control. If that is followed, those castes who have managed to control population will be penalised, those states which have managed to control population will be penalised. The only way out is to enforce the two child norm by law and penalise those with more than two children and not allow anyone with more than two children to vote or contest any kind of election. Those who give such slogans for narrow electoral gains will be penalised by the public.

Explaining the meaning of the term “Relevant Trades”
The Appellant contended that in recruitment for WCS post, the selection criteria followed by Rajasthan and other states are controversial in nature since every CITS course has its own importance, yet instead of following uniform selection process, some states are making rules according to their choice which creates confusion. To clarify this controversy, he sought the eligibility criteria for CTS trades, which has not been clarified in the reply by the Directorate General of Training. As the word “relevant trades” used in the eligibility criteria is not explained in clear words, the Appellant prayed to the CIC to direct the Respondent to give clear cut clarification regarding the term used “Relevant Trades” in the eligibility criteria. The CIC observed that the requisite information should have been disclosed upfront or atleast through FAQs with the concerned piece of information. An Advisory under Section 25(5) of the RTI Act was issued to the Respondent Public Authority to firstly, disclose the meaning of “Relevant Trade” upfront on their website and secondly, to create a FAQ section on their website and also keep it updated so as to make it easy for a layperson to get frequently sought information and relevant orders/circulars.
Comments
Proactive disclosure by the public authority relieves the burden of RTI Applications, which are filed merely seeking clarifications and not any specific record. It is also in tune with the requirements of Section 4 of the RTI Act.
