In Lok Sabha. leaders of the Congress party had no answer when Union Home Minister Amit Shah said, "I want to tell Priyanka Gandhi that we have not made any changes to the Delimitation Commission. We have replicated your Delimitation Commission Act. If you have tampered with it, I can say that we will not do so." Shah also said the southern states are spinning a false narrative on delimitation and presented data. The Congress DCA was reportedly based on the 2011 Census.

Hours before Samrat Choudhary takes oath as Bihar’s first BJP Chief Minister, the state’s administrative corridors are already humming with a quiet but decisive power shift. Nitish Kumar, who resigned as Chief Minister after his election to the Rajya Sabha and swearing-in there on April 10, has paved the way for a full NDA government with JD(U) as a key alliance partner. While political negotiations finalised a cabinet with Choudhary at the helm and likely two Deputy Chief Ministers (including senior JD(U) figures Vijay Choudhary and Bijendra Yadav), the bureaucracy is undergoing its own realignment — one that is removing the most trusted officers of the Nitish era even before the new government is sworn in.2631
The clearest signal came through a central government notification issued on April 14, clearing several senior Bihar-cadre officers for immediate central deputation. At the top of the list is Anupam Kumar (2003-batch IAS), long regarded as Nitish Kumar’s closest bureaucratic confidant and Secretary in the Chief Minister’s Office (CMO) since January 2019. Anupam, a physics postgraduate known for his sharp strategic acumen and deep involvement in day-to-day governance, has been posted as Joint Secretary in the Union Ministry of Power. His wife, Pratima S. Verma (2003-batch IAS, Secretary, Science, Technology & Technical Education Department), is also moving to the Centre. Other key departures include:
Vandana Preyashi (2003-batch IAS, Secretary, Social Welfare) — now Joint Secretary, Department of Fertilizers.
IPS officer Rakesh Rathi — Joint Secretary, Ministry of Home Affairs.
Saravanan M — Joint Secretary, Department of Space.
Additional senior officers who had sought or received clearance earlier include B. Rajendra (1995-batch IAS, Additional Chief Secretary, Education), Gopal Singh (2002-batch IFS, OSD to the CM), and others closely associated with policy execution under Nitish. The state government had already issued No Objection Certificates, and the timing — just before the new oath-taking — has sent a strong message through the Secretariat.

With Samrat Choudhary — a 57-year-old strongman from Munger, known for his organisational skills, hold over the Extremely Backward Classes (EBCs), and experience as Deputy CM handling the Home portfolio — assuming charge, the focus is shifting towards officers with proven delivery on law and order, infrastructure, revenue, and industrial investment. Senior bureaucrats who have performed well in districts, finance, planning, and home departments are expected to fill the vacuum in the new CMO and key secretariat positions.
The NDA’s priorities — accelerating industrial growth, youth employment, skill development, and strengthening governance — will likely favour administrators with a neutral-to-favourable track record under the previous coalition but demonstrable alignment with BJP’s development agenda. JD(U) partners, who will retain significant influence through Deputy CM posts and key portfolios, are expected to ensure some continuity and balance, preventing a complete overhaul while allowing fresh faces to emerge in sensitive departments. More transfers and empanelments are anticipated in the coming weeks as the new Chief Minister settles in.

Ajit Roy has been appointed as Deputy Secretary, Ministry of Home Affairs (MHA), Delhi, under the Central Staffing Scheme for a period of three years. He is a 2013 batch IAS officer of AGMUT cadre.
Vikash Kumar has been appointed as Superintendent of Police (SP) in National Investigation Agency (NIA) on deputation basis. He is a 2020 batch IPS officer of Chhattisgarh cadre.

Two IAS officers have been shifted in Haryana. Manoj Kumar has been posted as Special Secretary, Finance Department, while Anupama Anjali was appointed as Deputy Commissioner, Mahendragarh (Narnaul).
Ankit Kumar Agrawal has been appointed as Director, Ministry of Micro, Small and Medium Enterprises (MSME), Delhi, on deputation basis for a period of five years. He is a 2012 batch IAS officer of UP cadre.
The Reserve Bank of India (RBI) has issued amended guidelines governing the opening of new branches by Non-Banking Financial Companies (NBFCs), effective immediately. The move aims to curb the uncontrolled proliferation of NBFC branches, particularly in rural and semi-urban regions, where rapid expansion has raised supervisory and consumer protection concerns.
Under the revised norms, NBFCs must now seek prior approval from the RBI before opening any new branch, except in cases explicitly exempted by the regulator. The RBI will assess proposals based on the financial health of the entity, its compliance track record, and regional credit concentration levels. The new framework also introduces stricter disclosure obligations and requires institutions to maintain adequate internal controls and risk management mechanisms.
The central bank’s latest step underscores its increasing scrutiny of NBFC operations, aligning with broader regulatory efforts to strengthen governance, enhance transparency, and ensure responsible financial inclusion across India’s rural credit landscape.

"Plight of national capital”
The condition of public toilets in Delhi ,is atrocious.
Locked and broken doors, dry taps, cigarette butts and empty liquor bottles welcome the innocent public with horrid stench. Public conveniences causing inconvenience to the public. The females are the worst affected in view of large foot fall and migrant population.
This could be unarguably attributed to criminal neglect of civic services by the local body ( Municipal corporation of Delhi).
Reasons are not far to seek. Lack of accountability and supervision.
Why responsibility is not being fixed on the delinquent officials? What impression is being carried by the foreigners visiting the national capital, one wonders?
Will the government of NCT, Delhi order an inquiry into the lapses and bring the laidback MCD officials to book?
Delhi is not alone. The neglect of public assets in urban areas,is rampant across the country including States capitals. The local bodies have persistently failed in discharging their mandated functions.
To overcome this crisis, I have a suggestion for the consideration of the central government.
Could the Central and States public sector undertakings not take the initiative in maintaining public assets like public toilets, parks etc as a corporate social responsibility?
Let a beginning be made from Delhi and States capitals particularly those having vast tourism potential and large foot fall due to migrant population.

Pay parity with Government school teachers
The appellant sought information from the Directorate of Education about the pay scale PGT teachers working with Universal Public School such as whether there is Pay parity with Government school teachers, percentage of Basic Pay paid as DA etc. During the hearing before the CIC, the Appellant restricted his arguments to the fact that the documents provided to him are not attested or certified by the PIO. The CIC directed the Directorate of Education to provide certified copies of relevant documents free of charge to the Appellant.
Comments
A citizen can seek information about a private organization from the public authority which holds the information. The certified copy of the document can be used as evidence in a court of law.
