'Chhatron ki Goonj' only in BJP ruled states?

Congress is organising the Chhatron ki Goonj programme to reach out to students and expose the present education system. Sources said this program will be organized in the BJP ruled states and only LoP Rahul Gandhi will address the gathering. After Uttarakhand and UP the next 'Goonj' will be held in MP or Rajasthan.
