IAS Hari Kallikkat’s “Dialogue with DM” gives students a peek into West Delhi governance

Young Minds get a closer look at governance in West Delhi. Leading this change is IAS Hari Kallikkat, a 2018 Batch officer of AGMUT cadre currently posted as Collector of West Delhi, who has launched a unique initiative “Dialogue with DM - Aapka Collector, Aapke Beech.” Having successfully completed two editions, the programme has received an overwhelming response from students and educators alike, describing the experience as “inspiring” and saying it “motivated us to pursue our future endeavours.” The initiative is now set to continue as a regular monthly feature, with its third edition scheduled for July 2026.

The initiative provides an opportunity for meritorious school students to interact directly with the District Magistrate in an informal and inspiring setting. Moving beyond the confines of conventional administrative outreach, the programme creates a platform where students can freely discuss their aspirations, career dilemmas, academic pressures, leadership, mental well-being and the changing role of technology including Artificial Intelligence in education.

One of the defining aspects of the interaction is the District Magistrate's candid sharing of his own journey, from studying in a government school in rural India and overcoming financial constraints during UPSC preparation to joining the Indian Administrative Service. His personal experiences resonate deeply with students, reinforcing the belief that perseverance, discipline and determination can overcome socio-economic barriers.

During the sessions, students are encouraged to embrace the three guiding principles-Courage, Confidence and Clarity, while also appreciating the transformative role of teachers, family support, yoga, music and government scholarship programmes in shaping holistic success.

The initiative is firmly aligned with Hon'ble Prime Minister vision of Viksit Bharat@2047, which emphasizes youth-led nation building, while also contributing to the Hon'ble Chief Minister of Delhi's vision of a Developed Delhi by creating informed, confident and socially responsible future citizens who see governance not as a distant institution but as a collaborative partner in their aspirations.

For many participants, the visit marks their first interaction with the district administration and their first entry into the District Magistrate's office. The initiative helps demystify public institutions, making governance more approachable and inspiring young citizens to actively participate in nation-building.

By transforming the District Magistrate's office into a space for dialogue, mentorship and aspiration, “Dialogue with DM” is strengthening the connection between administration and youth. As the programme expands into a regular feature, it promises to inspire many more students to dream bigger, believe in themselves and realise that the highest offices of public service are within their reach through dedication and hard work.
