J&K: Three officers senior to newly appointed Chief Secretary still in the Secretariat!

The LG Manoj Sinha had ordered the transfer of Shaleen Kabra, a 1992-batch AGMUT-cadre IAS officer and posted him as DG of Jammu and Kashmir Institute of Management, Public Administration & Rural Development. He is senior to the newly appointed Chief Secretary Dr Sajjan Singh Yadav, who is a 1995 batch AGMUT cadre officer. Kabra was Financial Commissioner (Additional Chief Secretary) at the Jal Shakti Department, besides holding additional charge. In the same order, LG has transferred five other IAS officers. Earlier, two IAS officers senior to J&K’s new Chief Secretary were transferred to Delhi with immediate effect. The officers were Ashwani Kumar (1992 batch) and Dr Ashish Chandra Verma (1994 batch). However, three more bureaucrats in the Union Territory’s top administrative echelons are his seniors or belong to his batch. The officers are Dheeraj Gupta (1993 batch), Shailendra Kumar and Anil Kumar Singh, both from the 1995 batch. Shailendra Kumar has been appointed as the Acting Chief Secretary of the state till the joining of Dr Yadav.
