Mental Health and 'Seva Bhav' for bureaucrats remain a distant reality?
Recognizing the intense pressures of an increasingly complex administrative landscape, the Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice recently recommended dedicated mental health support and "seva bhav" (spirit of service) training for overworked civil servants. The panel's report on the DoPT's Demand for Grants (2026-2027) also highlighted a disproportionately high shortage of IAS officers, particularly in North-Eastern and smaller cadres, adding to the bureaucratic burden.
However, seven months into the implementation of these well-intentioned directives, ground realities remain starkly unchanged. Sources indicate that the rollout has yielded mixed results, failing to make a substantial impact on the administrative grind. More concerningly, several bureaucrats have reported prejudicial experiences based on regional lines during these modules, undermining the very ethos of 'seva bhav' the initiative originally aimed to foster. Meaningful bureaucratic reform seemingly remains elusive.
