Upon unresponsive attitude of AIS officers, GoI to fill 400 posts under lateral entry ?

Observing unresponsive attitude of All India Service (AIS) officers despite repeated requests to join Central Staff Scheme at Deputy Secretary/Director level, the Government of India is whispered to be working on filling the bulk backlog of Deputy Secretary and Director levels under lateral entry scheme. The Government of India is believed to be filling as much as 400 posts at these levels. The work of the Government is suffering, due to lack of manpower at lower level.
