Was the Home Ministry divided on handling the CJP protests?

Reports suggesting friction within the Ministry of Home Affairs point to a fundamental tactical dilemma: containment versus conciliation. As Cockroach Janta Party (CJP) mobilizations swept toward Parliament, internal deliberations reportedly fractured along hawkish and pragmatic lines. 

One camp within the security establishment favored an unyielding law-and-order response and advocated strict dispersals, preemptive detentions, and perimeter lockdowns to halt political contagion.

Conversely, a more politically attuned faction feared aggressive policing would backfire, creating student martyrs and deepening youth alienation under intense media scrutiny. This wing pushed for backchannel talks, concessions on exam reform panels, and measured de-escalation over force. 

While North Block officially maintained a posture of unified control, the visible oscillation between kinetic crowd management and high-level dialogue fuels speculation of a ministry deeply split between enforcing administrative deterrence and averting a broader public relations crisis.
