When Media houses refused to publish the Secretary's article?

A Secretary of a Ministry wrote an article about the achievement of his ministry and the staff sent it for publication to some big media houses. According to sources several big houses directly or in-directly refused to publish the said article. They reportedly informed the staff that, when the Secretary is not interested to meet the media, we are also not keen to publish his article. However, some small, medium houses published his articles.
