All eyes are on the appointment of new Director General of Police (DGP) of Andhra Pradesh as the incumbent Dwarka Tirumala Rao is attending superannuation on January 31, 2025.

Madireddy Pratap appears to be a contender for the post of Director General of Police (DGP) of Andhra Pradesh after the superannuation of incumbent Dwarka Tirumala Rao on January 31, 2025. Pratap is 1991 batch IPS officer of AP cadre.

Harish Kumar Gupta appears to be a contender for the post of Director General of Police (DGP) of Andhra Pradesh after the superannuation of incumbent Dwarka Tirumala Rao on January 31, 2025. He is 1992 batch IPS officer of AP cadre.

Pankaj Joshi has been appointed as Chief Secretary of Gujarat with effect from January 31, 2025. He is a 1989 batch IAS officer of Gujarat cadre.

Ishwar Singh Yadav, Deputy Director (Hindi), Bureau of Indian Standard (BIS) has been appointed as Second Secretary (Hindi & Culture) at High Commission of India, Suva (Fiji) for a period of three years on deputation basis.

Lalit Bohra, Joint Secretary, Ministry of New & Renewable Energy, has been given premature repatriation to his parent cadre on personal grounds. He is a 1998 batch IRTS officer.

The central deputation tenure of Ms Roopa Mishra working as Joint Secretary, Ministry of Housing and Urban Affairs has been extended for a period of one year beyond February 2, 2025. She is a 2004 batch IAS officer of Odisha cadre.

The central deputation tenure of Ms Richa Mishra working as Joint Secretary & Financial Advisor, Department of Water Resources, has been extended upto March 31, 2025. She is a 1996 batch IDAS officer.

As many as five officers in the grade of Additional Director of Enforcement (ADE) have been transferred and posted to different places. Accordingly, Vinod Sharma has been posted to Bengaluru zonal office, while Rakesh Kumar Suman was posted to Kochi Zonal office and Avaneesh Tiwari is posted to Panaji Zonal office. Besides, Mayank Pandey has been shifted to Guwahati Zonal office and Vinay Kaushal was posted to Hqrs, Establishment & Vigilance.

As many as 10 officers have been promoted to the Higher Administrative Grade in Central Water Engineering Service (CWES).

Atul ku Goel, ex MD, PNB , likely to become the next Chief Executive of IBA.However there was no consensus over his selection as some MC members insisted on a voting which the chairman didn’t agree to. The members who wanted voting on the ground that systems procedure as per bylaw have not been followed in the selection process.

140 ITS officers have been given the NFU in the HAG. Daleep K Singh will get this benefit from April 1, 2015 while Saibal Gupta has been granted NFU from July 21, 2017 and Haushila Prasad has been granted from April, 2019. 66 officers will get it from 2020 and remaining will be given from 2021.

Trump could have avoided war if were in office  

I support the statement of Russian President Vladimir Putin that the Ukraine conflict could have been avoided if Donald Trump were in the office. It is clear that outgoing USA President Joe Biden added the fuel to the war waged between Russia and Ukraine. Similarly, Biden supported severe collateral damage and genocide committed by Israel against Palestinians in Gaza. Biden could have sparked off a third world war had he still been in the office.

Compensation by the Department of Social Welfare

A complaint dated 17.12.2024 for non-compliance of CIC’s order dated 22.07.2024 was heard by the CIC. In the order dated 22.07.2024, the CIC had admonished the casual conduct of Mr. RP Yadav, Supt.-cum PIO, Social Welfare (South), GNCTD, Delhi and had directed to revisit the RTI Application and provide a revised reply. The CIC noted that there is a substantial delay in compliance with the order and the respondent failed to explain the reasons for the delay. The CIC referred to the criteria for processing or sanctioning of the application, under the Financial Assistance to Persons with Special Needs (popularly known as Disability Pension). The CIC noted that Ms. Madhu (Appellant’s niece) is a physically challenged person; an orphan; a member of scheduled caste; a girl child; unmarried who cannot carry out her daily activities without assistance; and has no independent means of livelihood. The CIC observed that “The extraordinary circumstances and adverse conditions faced by Ms. Madhu establish her as the weakest of the weak and poorest of the poor, being the most deprived citizen whose case deserved extra sensitivity, and it certainly could not have been dealt with in an ordinary manner by the respondent public authority in the department of Social Welfare. The appellant, being her aunt, is the only support Ms. Madhu has”. For the loss, harassment and detriment suffered by her, the Department of Social Welfare was directed by the CIC to pay a compensation of Rs. 92,000/- to the appellant within a week.

Comments

In this case, the application for compensation of Disability Pension to Ms. Madhu was forwarded to the Deputy Director (FAS), New Delhi and was pending on the date of hearing. The case was dealt with in a very casual and insensitive manner as per the CIC and the action was condemned. The CIC observed in the order that the insensitivity as established based on the records is appalling to put it most euphemistically.
